REQUEST FOR A CONSULTANT FOR FAHAMU, ONGEA, SIKILIZWA PROJECT

Project Introduction:
Fahamu, Ongea, Sikilizwa (Informed, Speaking, and Being Heard) is a project to maximise the space for citizens to engage in the Constitution Making Process through increasing level of knowledge that citizens have, motivate active citizenship within targeted communities and groups, particularly youth and women, to speak their views on what should be within their Constitution. The project is implemented by the Constitution Consortium. The Constitution Consortium (comprising of Oxfam, the Legal and Human Rights Centre, Restless Development, and Voluntary Service Overseas) has been supporting the constitution review process since March 2013, focusing on the key areas of human rights, youth and women participation. The project, Fahamu, Ongea, Sikilizwa, sets out to maximise the space that does exist within the current Act for citizens to engage in the process.
Oxfam Tanzania is now seeking an experienced evaluator/team to carry out a final evaluation of the above said project (Fahamu, Ongea Sikilizwa). The project is funded by DFID and is being implemented between March 2013 and July 2014. The target areas include Lindi, Mtwara, Kagera, Iringa, Ruvuma, Mbeya, Dar es Salaam, Dodoma, Shinyanga, Simiyu, Geita, Arusha, Morogoro and Tanga.
Purpose of the assignment:
The final evaluation is planned to allow consortium to record the learning around methodologies and interventions, consider ways that future work on active citizenship with marginalised groups could be improved, explore future potential for work within the consortium and learning from working in this type of a group, provide suggestions for work moving into the 2015 election cycle, and contribute to a 'Good Practice Guide' so that other organisations can learn from our experience.
Skills and experience:
The desired specification and qualities of the consultant(s) are as hereunder:
• Post Graduate qualification in Governance, Programmes Management, Development Studies or any other relevant Social Science Degree.
• Proven background in evaluating governance projects with in-depth knowledge of Constitution and Constitutional review process.
• Strong interpersonal and analytical skills.
• Experience of effective interaction with local and national organizations, government departments, and marginalized communities in urban and rural settings.
• Conversant with application of evaluation terms like MEAL.
• Good spoken and written communication skills in English and Kiswahili.
• Proven experience of using monitoring and evaluation; and data analysis tools for both qualitative and quantitative evaluation.
Bid requirements:
Consultants who meet the above requirements should submit application, which at minimum include the following:
• Suitability statement, including commitment to be available for the entire assignment.
• Brief statement of on the proposed evaluation methodology including a detailed work plan.
• Detailed financial proposal, including daily costs.
• Updated curriculum vitae that clearly spell out qualifications and experience.
• Contacts of three organizations that have recently contracted the consultant to carry out relevant evaluation and the evaluation reports.
N/B: The entire bid should be a maximum of seven (7) pages inclusive of the Budgets. Application not meeting this requirement will not be considered.
