Post: Head of Donor Management (1 Position).

Job Summary
The Head of Donations manages/complements the Blood Donor Department under the OO, and closely works with Head of Marketing and Public Relations Officer in blood collection; donor recruitment and retention efforts. He / she monitor donor pre and post donation counseling and TTI and donor adverse events.

Duties
1. Coordination and strategic planning for zonal and satellite centers on blood donor counseling and collection department.
2. Development and implementation of the departmental annual work plans reports and budgets.
3. Effective management of the department's resources (personnel, equipment, consumables, budget) to ensure smooth conduct of blood donation activities in collaboration with heads of respective departments.
4. Responsible for ensuring blood and products meet specifications for the intended purpose
5. Training and mentorship in collection and counseling.
6. Monitoring and evaluation of the department's performance.
7. Responsible for implementation of quality management system in the department in collaboration with heads of quality management.
8. Responsible for development of and adherence to standard operating procedures in blood donor department.
9. Monitoring occurrence and management of adverse donor reaction.
10. Monitor prevalence of TTIs and ensure appropriate remedial strategies.
11. Coordinates post donation counseling to ensure targets are achieved; deferral and referral are done in accordance with procedures.
12. Responsible for identification laboratory training needs training, competence certification and compliance to Standard Operating Procedures through continued evaluation of staff performance.
13. Any other duties as assigned by the OO.

Qualifications, Experience and Competencies
Entry Standards
Registered nurse with a bachelor degree in nursing, at least 3 years working experience in a counseling or blood safety institution, good communication and counseling skills. Ability to build a successful team, quality awareness and customer care skills desirable.

Job Summary
The individual is responsible for implementation and maintenance of the quality management system; monitoring and detecting noncompliance to the QMS;
-ensuring conformance of products; test results to specifications for intended purpose and Assures the quality of all equipment, reagents, supplies, products and testing.
Reporting
Zonal Manager
Duties
1. Monitor and ensure all zonal units comply and maintain the Quality Management System.
2. Ensure adherence to SOPs and implementation all relevant aspects of the Quality management system and safety procedures.
3. Assist in the preparation of technical Standard Operating Procedures.
4. Identify relevant quality and safety related training needs with close co-operation with zonal HR.
5. Ensures and coordinates zonal quality audits on blood safety activities (blood collection, component processing, storage, testing, and distribution) and reports the findings to management.
6. Monitors and ensures document control procedures are adhered.
7. Coordinates and ensures validation procedures in liaison with Heads of Units
8. Perform Quality Control on in-house reagents, blood and products and other areas according to standard operating procedures.
9. Ensuring that all critical incoming materials and equipment are inspected and tested in accordance with the established standards in collaboration with supplies officer and user department.
10. Coordinates and ensures appropriate corrective and preventive action on all non-conformances in accordance to procedures, reagents, products, test results and consumables, at the zone.
11. Ensure that the releases of final product from quarantine and test results are in accordance with the available standard and procedures.
12. Ensures quarantine, inspecting, testing and authorize release of all incoming critical supplies upon receipt.
13. Coordinating zonal quality audits and implementation of recommendations.
14. Coordinates the proficiency testing for all staff and communicates nonconformance to Zonal manager.
15. Ensures planned preventive maintenance of critical equipment.
16. Responsible for Safety and Quality awareness to staff in the zone.
17. Co-ordinates and provides Secretariat to Quality Management Team meetings and compile quarterly quality reports and submit to Zonal Manager.
18. Develops Quality System Management action plans.
19. Performance of other duties activities as delegated the Zonal manager.
Skills and Knowledge
Training and experience in BTS technical; experience of Quality management; area Must have experience of running quality BTS training programs; experience and or qualification in Certified Trainer an asset. Supervisory, training and communication skills and public relations.
Entry Standards
Bachelor Degree in Health Sciences/Quality management, experience in Blood Transfusion Services is an added advantage, (Preferably 2 years of experience in the field).
Post: Phlebotomists (4 Positions).

Job Summary
Verifies donor identity before performing phlebotomy on all collections from donors; responsible for collection of blood that meets specifications for intended purpose while demonstrating donor care and vigilance against adverse reactions to blood donation.

1. Performs phlebotomy at the center and at remote sites drawing blood from donors.
2. Replenish donation equipment and consumables prior to donation session to avoid stock-outs.
3. Demonstrates customer service at all levels of interactions with, community members, staff and provides for safety and comfort of donors.
4. Responsible for the final validation of donor identity, and correct allocation and labeling of donation bags.
5. Responsible for undertaking venipuncture of donors in accordance with the Standard Operating Procedure.
6. Carries out subordinate staff supervision, training and evaluation of their performance as directed by the Team Leader or Head of Centre.
7. Reports to Team Leader are any occurrence that indicates that product quality may be compromised.
8. Ensures that all blood safety activities are documented appropriately.
9. Assists the Team Leader in meeting the daily collection target in liaison with the Recruitment Officer.
10. Adherence to SOPs and implementation all relevant aspects of the Quality management system.
11. Compliance with safety and housekeeping procedures.
12. Responsible for storage and transportation of blood under optimal conditions.
13. Carries out counseling and Team Leader duties whenever required to do so.
Skills and Knowledge
Competence in word processing and spreadsheet skills, Phlebotomy and counseling skill; management of adverse reaction and CPR skill ;( cardio-pulmonary resuscitation) (good communication skills; professionalism; planning and coordinating skills; good interpersonal relationship; team building).

Duty Station: Lake Zone Blood Transfusion Centre (Mwanza)
Job Summary
Ensure that quality and satisfaction levels with existing ICT services remain high during the implementation of NBTS services and initiatives, and to provide management and technical support to the development team during operations.

• Assists in the deployment, configuration, maintenance and monitoring of active network equipment; routers, switches and firewalls.
• Supports the routine audits of systems and software and applies operating system updates, patches and software.
• Assist to create and updates access permissions and system policies and maintain user accounts.
• Assist in the implementation of security measures to ensure the network infrastructure is up and running.
• Perform Computer hardware troubleshooting and maintenance.
• Provides IT support and training on hardware and software use in response to client requests.
• Assist to manage user access to LAN, WAN, Servers files databases and administer Active Directory related functions.
• Perform back at Zonal level.

First degree in Information Technology, Electronics or computer Science, at least 2 years of relevant working experience.

Job Summary
Have a duty to select blood donors with low risk of TTIs counseling. Pre-test counseling and educate blood donors on risk factors; and safeguarding donors safety from contraindicated donation; and will be in charge of performing and supervising all matters pertaining to pre and post donation counseling duties in compliance with Standard Operating Procedures

Duties
1. Performs donor TTI risk assessment for suitability through health and physical check; and medical and socio-behavioral assessment using standard donor history questionnaire in a confidential manner.
2. Pre-donation Counseling to all prospective blood donors to help them make an informed decision on donation. Psychologically priming for the outcome of test results.
3. Educate donors to live a healthy lifestyle and to clarify myths and misconceptions.
4. Coordinate, schedule and provide post donation counseling to all donors, regardless of test results outcome, before subsequent donations.
5. Deferral and referral of both unsuitable potential donors and TTI positive donors for care and continuum.
6. Monitoring and evaluation of counseling activities and implementation of appropriate remedial activities.
7. Adherence to SOPs and implementation all relevant aspects of the Quality management system and safety procedures.
8. Compliance with safety and housekeeping procedures.
9. Be conversant with and carry out phlebotomy and other relevant duties as assigned by Head of Donation.
10. Demonstrates customer service at all levels of interactions with, community members, staff and provides for safety and comfort of donors.

Medical or clinical qualification /degree ; valid registration with Medical Council 3 years experience in a counseling internship at a recognized health facility, General knowledge in Blood Transfusion Service Knowledge of Health and Safety Valid registration with Medical Council.
