Project Manager (senior level) in the Agriculture Sector
Morogoro, Tanzania.
(National contract)

Background
SNV has worked in Tanzania since the 1971 and currently has offices in Dar es Salaam, Mwanza, Arusha and satellite offices in Morogoro and Iringa. In alignment with our Corporate Strategy, SNV Tanzania focuses on three sectors namely Agriculture, Renewable Energy and Water, Hygiene and Sanitation (WaSH).
SNV Tanzania is currently implementing a portfolio of agricultural projects with various partners and donors to strengthen value chain actors in red meat, dairy, edible oilseeds and staple foods as well as promoting inclusive business arrangements between smallholder farmers and large enterprises. The objective is to enhance food security, improve the livelihoods of smallholders, and strength the environmental sustainability of agricultural production in the face of a changing climate
SNV's Global Goal for Agriculture is, to improve livelihoods through income, food and climate solutions for 4.5 million women and men, which will be achieved through three specific objectives:
  1. Increasing income and employment for small-holder famers.
  2. Improving food and nutrition security for all.
  3. Strengthening the environmental sustainability of agricultural production to meet the challenges of a changing climate.
To achieve the overall goal SNV Tanzania is working with various partners and donors to strengthen value chain actors in red meat, dairy, edible oilseeds and staple foods as well as promoting inclusive business arrangements between smallholder farmers and large enterprises. SNV also provides impact investments advisory services, knowledge development and networking as well as facilitating alliances for industrial voice and evidence advocacy.
Overview of the Position
To provide effective planning, project management, advisory and capacity building interventions to the Agriculture sector projects, SNV Tanzania is seeking the services of project manager agriculture (senior level III) projects. The main focus for this position will be private sector and private-public partnerships development, resources mobilization, project management, resource allocations and quality assurance in the edible oilseed donor funded project.
Responsibilities
A: Strategic positioning/Resources mobilization
  • Ensure up to date contextual analysis within the agriculture sector projects, clearly identifying and interpreting emerging opportunities, barriers and threats to the SNV strategy and services
  • Be a lead player in SNV Tanzania Agriculture country strategy, resulting in the right strategic choices for SNV within the Agriculture sector
  • Play a leading role in mobilization of resources in the sector for its advisory support to clients as well as brokering funds for clients with third party financing agencies.
  • Play a leading role in the consolidation, development and profiling business cases for the edible oilseed commodity for partnerships and donor funding.
  • Support mainstreaming of inclusiveness for empowerment of youth and gender equity in agriculture projects
B. Project Management and Advisory services
  • Project Manager for the edible oilseed project and be lead advisor for the agriculture projects and assignments.
  • Actively engaging and connect to national and international donors/customers in the agriculture sector and edible oilseed sub-sector in particular by building and maintaining effective relations for business development,
  • Support Clients/Partners in a multi-stakeholder approach and stimulates building effective networks and partnerships in the edible oilseed sub-sector and commodity.
  • Take a leading role in projects operational management, donor relations, coaching of and advice to its project staff as well as quality assurance in PME,
  • Actively engaging relevant national level stakeholders for improved policy environment for agriculture through evidence based advocacy
  • Engage, coach and support LCBs to increase outreach and strengthen SNV's localization of CDS agenda
  • Facilitate evaluation and impact assessment of the edible oilseed project and the agriculture sector interventions both at Client/Partner level and beneficiary level.
C. Learning / teamwork
  • Support networks and collaboration with partnerships with similar and complementary initiatives, undertaken by other organizations, institutions and programmes.
  • Provide leadership in developing and strengthening SNV Tanzania knowledge base in agriculture, at organisational and (through assignment based coaching) individual levels.
  • Provide on-the-job technical support and coaching of advisors and Local Capacity Builders, for effective delivery of advisory services to clients.
D. Knowledge management/development
  • Broker and share national and international best practices on Agriculture with clients, partners and team.
  • Play an active role in the national and global agriculture networks
  • Document results and best practices in the form of case studies, advisory practice experiences, training materials together with the clients and the team, and present study and research findings at relevant forums. Actively support to Agriculture advisors in developing case studies.
  • Participation in national roles and networks
Candidate profile
  • Master's degree in Agriculture related areas e.g. Agriculture economics, Agribusiness, Natural resource management, Sustainable development, Agro-economy, Rural development, geology, hydrology,
  • Experience in finance/investments for Agriculture projects, business skills will be an added advantage.
  • Proven track record in capacity building, experience in small and medium size enterprise development, business development, and insight into problems and constraints in stimulating private-public partnerships.
  • Experience in networking, alliance building and facilitation of multi-stakeholder processes, product development, organisational learning, institutional change processes, and project proposal formulation.
  • Strong knowledge of the Agriculture sector in Tanzania and/or Africa will be an added advantage;
  • Strong applied analytic skills are required.
  • Experience in economic development, energy or climate smart agriculture is required.
Contract Duration: Three years, with a possibility for extension.
Deadline: July 15th 2014
Desired start date: 01st August 2014.
