DIRECTOR OF CORPORATE SERVICES

INTRODUCTION
RAHCO was established under Section 5 of Railway Act No.4 of 2002. The Company was established following the Concession of the Tanzania Railways Corporation (TRC) to a new railway operator.
The main roles and functions of RAHCO are inter alia, to acquire by operations of the Act or otherwise the rail transport functions of the Tanzania Railways Corporation (TRC) and such of its property, including choses-in - action, rights and liabilities transferred to, to assume the provision of, or to provide rail infrastructure on behalf of the Government, to develop, promote and to manage the rail infrastructure assets and to enter into agreements with other persons in order to secure the provision of rail transport services, whether by means of concession, joint venture, public-private partnership or other means.
The Managing Director of RAHCO invites suitable applications to fill a vacant post of Director of Corporate Services. Candidates should be Tanzanian, self motivated, dynamic, resut oriented performers and of high ethical standards.

REPORTS TO: MANAGING DIRECTOR
JOB SUMMARY:
Management of the Corporate Services Department to ensure that corporate strategic planning, concession monitoring and investment development policies and programs are developed and implemented efficiently and effectively, and designated outputs are achieved.•
PRINCIPAL FUNCTIONS
• Oversee the establishment and development of the department as per the planned structure for RAHCO
• Develop and maintain a suitable procedural framework for all operations of the Corporate Services Department
• Manage and direct the allocation of resources (financial, physical and human) to the Corporate Services Department
• Manage the Strategic Planning & Concession Monitoring process
• Monitor the Concession Agreement on an ongoing basis to ensure the Concession Agreement achieves its objectives, and develop contingency plan in the event that the Concession Agreement fails
• Seek and pursue other commercial opportunities on an ongoing basis
• Ensure staff are competent and motivated I
• DevE1lop and maintain a professional records/document management system. I
• Provide appropriate human resources management and training support to the organization
• Ensure staffs are competent and motivated.


KEY QUALIFICATIONS AND EXPERIENCE
• Professional qualifications, to post graduate level, in business management and/or planning and management.
• Minimum of ten years experience in corporate planning and business development with al least 5 years at senior management level involving complex problem solving and decision making.
• An understanding, developed through experience or otherwise, of the corporate strategic planning processes of a restructured state-owned public utility.
• Demonstrated capacity to lead and direct a small team of professional, technical and clerical staff.
•ability to successfully negotiate at senior government level and III conclude agreements with government ministers, secretaries and multilateral donor agencies.
• Verbal, listening communications skills in English and Kiswahili sufficient to communicate effectively with representatives of all National agencies, international dong' agencies the Concession Operator and professional colleagues.

ADDITIONAL SKILLS
• Detailed knowledge and understanding of continuous improvement and best practice within the rail sector
• Experience with, or exposure to, a broad subset of railway customer base J
Age Limit: Not above 40 to 45 years.

OTHER IMPORTANT ISSUES AND GENERAL NATURE
• Applicants should not have been convicted of any criminal offence in any court of Law in Tanzania or otherwise
