Project background
The World Food Programme Rwanda has been implementing Saemaul Zero hunger communities project in Nyamagabe district. SZHC project is an integrated rural development approach which combines elements of Korea's experience in rural development called New Village Movement (Saemaul Undong) with WFP's Food for Assets schemes. The project aims at archiving zero hunger in partnership with Good Neighbors Rwanda, Unity Clun and local authorities in Nyamagabe.
Major Duties and Responsibilities: Under the general supervision of Head of program and National programme officer and the direct supervision of Head of Huye WFP Sub office in collaboration with Saemaul Zero Hunger programme officer, the incumbent will be responsible for the following duties:
  • Review engineering-related aspects of budgets, activity plans and work days calculations for  Food For Assets (FFA)/Food For Work (FFW) proposals and provide relevant feedback to the  WFP implementing partners, namely Good Neighbors Rwanda;
  • On behalf of WFP, supervise and monitor progress and quality of engineering works as compared to the agreed specifications 
  •  Provide technical support to Good Neighbor Rwanda where requested for engineering-related  aspects of SZHC project, including advice on how to ensure good technical quality when  designing, implementing and monitoring of land reclamation/ irrigation projects;
  •  Provide any necessary engineering-related input to guidelines, tools and formats for SZHC project as and when required;
  • Compile drawings and construction-related budget figures for SZHC projects ,building on liaising with technical counterparts in relevant ministries, local authorities and Good Neighbors Rwanda  to ensure compliance with technical standards;
  • Train WFP staff, local authorities, Good neighbors , Unity Club and village Development  committee on basic engineering-related aspects of maintenance of assets / infrastructure created;
  • Assist in developing and reviewing scope of works, drawings for engineering related SZHC  activities where needed;
  • Compile tables of acceptance cost ranges for construction-related materials and tools, based on prevailing market prices, as a tool to facilitate project budget development and review;
  •  Perform any other tasks related to engineering aspects of SZHC project as required.
Minimum Qualifications:
Education: University degree in Engineering, preferably Rural development engineering; irrigation engineering or Civil Engineering with experience in land management/ marshland reclamation and agriculture sector.
Experience: At least three years of postgraduate professional experience in the field of engineering.  Experience in designing and/or managing community projects, particularly marshland development, House construction, simple road works and Land terracing, Water supply, etc.,
Language: Fluency in both oral and written communication in English and French. Fluency in Kinyarwanda
Knowledge: Experience utilizing computers, including word processing, spreadsheet, AUTOCAD or other 
Engineering software packages
