The Position exists to support program development (growth in resources, depth of responses and learning), design, monitoring, evaluation, and internal capacity building

KEY RESPONSIBILITIES:

Program Development, Assessment and Design Conception and execution of community assessments Designing relevant interventions based on assessment findings Provide leadership in proposal development Indicators Assessment Reports Program designs and strategies are developed and value of project proposals developed jointly with project managers. Ensuring implementation compliance through monitoring, Reviews and Evaluation Oversee development of M&E plans Designing Evaluation Terms of Reference (TOR) Supervising Evaluations Facilitating Review Meetings Oversee establishment of Accountability mechanisms Enforcing feedback mechanism for community complaints Indicators % of projects implemented in compliance with donor agreements and WVI's internal management standards Stakeholder Liaison, networking and resource mobilization Identify strategic partners for both resource mobilization and implementation Attend relevant cluster/key stakeholder meetings Conduct donor mapping Develop a resource mobilization plan for the WV operations in Eastern DRC Indicators Documented profile of strategic partners for both resource mobilization and project implementation and dollar value of joint projects designed with the partners Donor map for WV eDRC developed and updated on a quarterly basis Resource mobilization plan developed and approved by management Capacity building on QA Identify capacity gaps In consultation with P&C(Human Resources) department develop a capacity development plan Implement the plan Indicators number of staff trained on QA Capacity building plan

Innovation and improvement Gather and document promising practices Ensure application of innovation in programming and operations Indicator Verifiable innovation brought into fundraising

Staff supervision, mentorship and coaching Conduct performance manage for the Program Officer, M&E Officer and other staff under the QA department Indicators number of staff supervised, coached and mentored % of staff performance agreements completed on time (quarterly, half-yearly and at year end)

To assume personal responsibility for career development Indicator Agree with the supervisor on career development goal and necessary training gaps. Identify training institutions

KNOWLEDGE, SKILLS & ABILITIES:

Required: Advanced degree in International Development, Humanitarian Affairs or other social science related field

Preferred: Good knowledge of design
