Parliament of Tanzania Host Constituency development Funds Workshop for Mps from Africa.

The parliament of Tanzania, is hosting a 2 days workshop for the members of the Parliament from Africa to deliberate some of the key issues on strengthening the Constituency development Funds (CDF) available in Africa.
The workshop which started today and will end on 11th October,2012 is organized by the CPA International for the Mps to build on the guidelines for the Constituency Development Funds in Africa by developing a toolkit for the CDF participatory mechanism and designing a framework for a comprehensive CDF toolbox that will assist Mps in making CDF more responsive to community needs.
On his opening remark on behalf of the CPA International the Deputy chairperson of the standing committee of foreign affairs and security of the parliament of Tanzania,Hon.Mussa Azzan Zungu who is also the chairperson of CPA Tanzania Branch,said the workshop is very important at this time as it geared to build on principles and guidelines and move toward to the creation of the CDF toolbox that will assist parliamentarians to ensure that CDFs are more responsive to the communities.
He said “ the two days workshop will give us an opportunity to have robust discussions on the issues as they apply to your particular branch and the broader world context” 
The key issue, which were discussed during the workshop was the issues of having the proper rules and procedure on managing the funds, participation of Citizenships, tendering and contracting of implementing projects , implementations and operation, monitoring evaluation and auditing of all the projects in the constituency for the aimed at making the CDF more successful by making citizenship and the Media more engaged at all level.
Also in the discussing issues arose during the first day of deliberationas to whether the CDF is costitutional or not due to the fact that it gives an Mp“Power of the purse”to spend money as opposed to his three basic function of representation, oversight and legislating 
The workshop host’s Mps from, Tanzania, Malawi, Zambia,Kenya,Ghana,Nigeria, Uganda and facilitators from USA Suny University,University of Dar es Salaam and CDF Board Kenya.
Giving his comment, Mp from Tanzania Hon. Dr. Faustine Ndungulile, said despite of the Fund to be more extremely useful and has improved the communities’ efforts and initiatives toward the successful implementation of the development projects to their benefits and to the interests of the Nation at large,  the are still some challenges toward implementation of the CDF owing the fact that the demand  for funding development projects is considerably higher than the actual funds released. 

 He emphasizes that “The Fund and the system itself in general faces the main challenges of diversification of the funds to the other projects which were not identified and planned by the community and underfunding of the projects, that is to say the amount of funds allocated to the constituencies is less than the costs of the projects available”
He further elaborated that, in Tanzania, the CDF is called the Constituency Development Catalyst Fund and it was established by the Constituency Development Catalyst Fund Act No. 16 of 2009 to provide among other thing allocation and orderly disbursement of fund to the constituencies for the purpose of supplementing other existing funding arrangements to development projects within the constituencies.
