In Tanzania Oxfam is working in Shinyanga, Dodoma, Morogoro, Tanga, manyara and Arusha to implement three change goals that have been identified in the country strategy for 2010/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods), Gender Justice – equality for women and Social Justice centred in active citizenship and effective governance for quality essential services. Gender justice change goal aims at ending violence against women and to promote women's leadership and economic empowerment.
We are currently looking for a dynamic and knowledgeable Pastoralism Programme Officer to enhance the impact of our work in Tanzania.
Description:The role
In this role you will report to Pastoralism Programme Manager. You will be responsible for providing support in partnerships, projects, capacity building and on-going project development within Pastoralism programme. Contribute to and take responsibility for developing proposals for raising funds for the pastoralism programme from diverse sources. Developing Annual Operational plan (s) in line with the Strategy and in consultation with the Pastoralism Programme Manager and the Country Director. Appraise partner's proposal, budget and ensure partners understand the donor funded projects, expected outcomes, monitoring and reporting requirements. Identify and find means of strengthening internal capacity of partners to undertake programme planning, monitoring and evaluation and Link partners with other stakeholders locally, nationally or regionally to promote good practice. Work with partners and other stakeholders on joint advocacy work at local level. Liaise with other Oxfam affiliates and organisations working on pastoralism to ensure that there is learning between Oxfam. Assist the Pastoralism Programme Manager with effective financial management of the pastoralism projects including fund transfers, contracts, budget approval and financial monitoring. Facilitate the development of effective planning, monitoring and evaluation systems by partner organisations.
Requirements:The person
The successful candidate will have a good working knowledge of the pastoralism context in Tanzania and its impact on poverty and development, hold a relevant qualification and relevant experience in the development and pastoralism programming. Good working knowledge of gender sensitive, participatory and sustainable development principles, approaches, models and policies relevant for Tanzania. Good understanding of the inter-relationship between HIV&AIDS and sustainable development. Excellent knowledge, technical competence and experience with managing and delivering capacity building support to partner NGOs and CSOs. Demonstrable knowledge and understanding of different models for supporting civil society partners. Fluent written and spoken English and fluent written and spoken Kiswahili. Good IT skills with a working knowledge of Microsoft Office (Word processing, spreadsheets, PowerPoint, internet and email).
