Finance Advisor, Dar-es Salaam, Tanzania PURPOSE:
PSI Tanzania seeks applicants for the Financial Advisor role. The Financial Advisor plays a critical role in advising the senior level management on key financial and contractual issues, providing financial analysis for program and donor compliance including Grants Management, Contract Management, and Reporting, compliance with Donor Rules & Regulations, PSI policies and financial procedures.
The Financial Advisor will strengthen and broaden the capacity of PSI's local staff responsible for financial control, budget management, contract and agreement management, and subaward management
This position will be based in Dar-es Salaam, Tanzania reports to the Deputy Country Director Operation.
KEY RESPONSIBILITIES:
- Provide technical assistance to finance and program staff to independently implement, manage, and improve budgeting, financial analysis, and cost control measures to meet PSI's functional department's goals and objectives
- Provide training and technical assistance on overall programmatic /contractual compliance, budgeting, prepare modifications, Activity realignments and grants management as necessary;
- Assist program staff and NBD in budgeting during proposal development and help organize follow on trainings for non-finance staff in departmental budgeting creation and management;
- Review and reconciliation of all donor bills/financial reports prepared by PSI Washington and confirmation on its correctness;
- Monitor performance and efficiency of on-going Donor projects: conduct detailed activity status review and highlight the potential problem areas to CR and budget holders;
- Prepare quarterly VFM reports-Identify ways to increase program effectiveness.
- Prepare Unit cost analysis for PSI Tanzania including cost per CYPs and DALY
- Assists finance and grant teams to prepare reports on revenues and expenses in accordance with PSI- Tanzania, as required by donor and the government of Tanzania;

- Timely prepared and submission of accurate donor bills/financial reports
- Effective budget controls;
- High performance and efficiency levels of donor projects; and
- High performance of relevant Grant and Contract management
PERSON SPECIFICATIONS
Academic Qualifications
- Relevant post-graduate degree preferred or equivalent experience in a related field
Professional Qualification
- CPA/ACCA or equivalent qualification
Experience
- Minimum of 3 years work experience in financial analysis or in a related field where analytical thinking was a core requirement;
- Training and/or teaching experience on budgeting, financial analysis, and cost control processes, preferably from PSI platform or an NGO environment
- Experience in accounting software such as Lawson and with interactive and multitasking capabilities
- Experience working in developing countries and/or situations of cultural or political sensitivity;
