The RESPOND Tanzania Project (RTP) is funded by the United States Agency for International Development (USAID), through an Associate Award under the RESPOND Leader with Associates (LWA) award, and is managed by Engender Health in partnership with the Meridian Group International, and the Population Council. The program focuses on the informed and voluntary use of long-acting end permanent methods of contraception (LAlPMs), scale-up and strengthening of prevention of mother-to-child transmission of HIV (PMTCT), decentralization of comprehensive post abortion care (cPAC) services and building capacity for delivery of health facilities to respond to gender-based violence (GBV) and violence against children (VAC).
EngenderHealth Tanzania Country Office is now seeking the expression 'of interests for the position of Program Officer Monitoring, Evaluation and Research (ME&R), EngenderHealthlTanzania (EHT). This position will be based in Arusha and it is open for Tanzania national candidates only.
JOB SUMMARY
The position works under the daily supervision of the Arusha Field Office Manager, and with technical guidance from the Director of Monitoring, Evaluation and Research (MER) at the EngenderHealth Tanzania Headquarters in Dar es Salaam. The successful candidate will provide technical support in the planning and implementation of monitoring, evaluation and research activities required for Sexual and Reproductive Health services within facilities and districts supported by EngenderHealth Tanzania. The Program Officer-ME&R will implement ME&R tools, collect FP, cPAC and PMTCT data (depending on the field office), support districts to train service providers how to complete ME&R tools' during training sessions, and collect demand creation and advocacy data. The position will be responsible for ensuring the MTUHA database; EHT aggregate database, and Human Resources for Health database are updated monthly. Also, he/she will keep a back up hard copy of all data entered into the respective databases. In addition, the M&RE officer will participate in thepreparation of field office quarterly reports and work plans, and perform programmatic analysis based on requests from the Field Managers.
RESPONSIBILITIES:
• Participate in the field office work plan preparation and take lead in the implementation of ME&R activities as stipulated in the Field Office work plan
• Assist in refining M&E materials, program indicators and data management systems
• Maintain updated EHT aggregate database and Human Resources for Health database
• Collaborate with RlCHMT teams to Supervise programmatic data collection . .
• Coordinate data collection for routine monitoring, monitoring and evaluation purposes, and also for periodic research activities; this will entail close liaison and follow up with CHMTs, DRCHCOs and healthy facility level personnel
• Provide leadership for capacity building of service providers to improve national M&E systems, use of .data for decision-making and timeliness of reporting.
• Provide technical support in the process of data quality assurance, data cleaning and summarization
• Perform regular data analysis from the updated data bases, and provide feedback/interpretation of the same to both the field office and the districts
• Lead the field office team on the generation of quality, timely quarterly and annual reports
• In view of data use, coordinate quarterly data review meetings between program and M&E staff and annual data sharing meetings with regional and district level staff
EDUCATION, EXPERIENCE &ABILITIES:
• Bachelor Degree in epidemiology, biostatistics, public health, international health, demography, or a related discipline. A background in a medical-related field is an advantage
• 2+ years of experience in the design, implementation and management of health monitoring and evaluation systems. Sexual' and Reproductive Health experience preferred
• Experience with primary collection of clinical data, design of forms and data collection instruments, and data analysis is an advantage
• Extensive experience with Microsoft Access and Excel and one or more of the following statistical analysis packages (SAS, SPSS, STATA) .
• Solid experience in designing data entry is a plus
• Proven experience on performing quantitative and qualitative analysis
• Excellent communications and writing skills in English and Swahili
• Sound knowledge of the Tanzania MOHSW Information Management System (MTUHA)
• Experience with strategic planning
• Able to work and travel independently
• Proven ability to be flexible and adaptable
• Leadership skills, team building and good interpersonal skills
• Able to work independently and deliver on time to meet organizational and donor timelines.
