The State Mining Corporation (STAMICO) is a state-owned enterprise established in 1972 under the Public Corporation Act, 1969 with a mandate of developing mining industry in Tanzania. '
Following changes in the economic policies in early 1990's in favour of -privately-owned economy, STAMICO and its subsidiary companies were transferred to the ownership of Treasury Registrar. Subsequently, the companies were either privatized or liquidated through the Presidential Parastatal Sectoral Reform Commission (PSRC). The Government reversed its decision to close down STAMICO through Government Notice No. 88 of 2009, after lessons learnt in the performance of apu.the private-led mining industry. The Government decision was also to meet the needs of the Mineral Policy, 2009 and it's Mining Act, 2010 lie where STAMICO was de-specified to oversee Government free carried interest in large scale mines and investing in mining sector.
In this regard, STAMICO's new responsibilities is to oversee Government interests in large scale mines, invest in the mining sector through In j mineral prospecting, development and operate mines, mineral trading, value addition, providing services in management of mines, drilling,. consultancy support to small scale mining and other related business.
In order for STAMICO to implement its new responsibilities and roles, the Corporation wishes to re-advertise to fill its three vacant positions as follows:
2.1 Principal duties and responsibilities
• . Advises and overseas recruitment, deployment and development, retirement and retrenchment of employees;
• Checks to ascertain accuracy for approval of staff welfare issues e.g. processing and approving annual leave, loans and other staff claims;
• Reviews procedures and policies on staff recruitment and recommends possible solutions for management consideration;
• Ensures safety of personnel within the office premises;
• Co-ordinates the Open Performance Review and Appraisal System (OPRAS);
• Deals with employees' disciplinary matters;
• Prepares and implements training programs and carries out evaluation;
• Deals with employees' grievances and disputes;
• Assists line managers in identifying and assessing training needs for their staff;
• Liaises with trade unions and Conciliation Boards on matters relat¬l!1g to labor relations;
• Prepares personal emoluments, salary administration and personnel establishments;
• Liaises with Trade Unions and Conciliation Boards on matters relating to labor relations;
• Ensures proper implementation of schemes of service; Reviews Corporation staff regulations from time to time;
• Prepares monthly reports on Manpower Levels;
• Develops individual objectives/targets and performance standards as part of the individual performance agreement in consultation with the immediate superior; and
• Performs any other duties as may be assigned by the Supervisor.
2.2 Professional Qualifications and experience
Holders of a Bachelors degree in the field of Public or Business Administration or Human Resource Management from a recognized Institution with at least 5 years of working experience.
2.3 Basic Required Competences are:
• Ability to communicate with excellent writing skills;
• Ability to supervise and direct professionals;
• Strong working knowledge of computer programs: Microsoft word, Excel, Publisher and human resources management and stores database programs
2.4 Remuneration
According to STAMICO schemes of service in the salary scale of
STAMICO - Salary Scale SMC 6.
2.5 Age Limit: All applicants must be below 45 years old at the date of application.
