General introduction

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The position is located in the Research Department of the ILO (RESEARCH), which conducts research on labour market and social issues with a view to identifying policy options that can promote a more sustainable and fair globalization process and contribute to policy formulation for ILO constituents. The position will contribute to the analysis of globalization's impact on social and labour market outcomes at the micro and macro level. This includes multi-dimensional analysis of economic, institutional and political settings that have factored into globalization's effects with the aim of developing policy objectives to achieve more equitable outcomes. The position requires a strong ability to develop policy assessment techniques and convey the main findings of the work in a clear, succinct manner to a non-technical audience. It also includes building external networks with researchers, academic and policy-oriented institutions to engage them in the department's work and contribute to developing research proposals.

The position reports to the Senior Economist.
Description of Duties
Specific duties

1. Undertake quantitative and qualitative research on social and labour market outcomes of globalization, with a particular focus on impacts of trade and investment arrangements and global supply chains.

2. Carry out policy assessments and country level analysis of globalization (including trade and investment) on social and labour market outcomes and dynamics. This includes identifying institutional factors, best practices and proposing solutions to the problems identified.

3. Prepare high quality drafted and statistical inputs (based on both quantitative and qualitative analysis) for reports and ensure that the work yields evidence-based policy conclusions.

4. Contribute to the development and drafting of international comparative research projects on trade and investment related issues, this includes inputs used to formulate proposals and submit to donors.

5. Provide technical backstopping for projects related to globalization, trade and labour, including identification of key research experts and priorities in defined area and organizing events.

6. Undertake fact finding missions for the purpose of gathering information and data for research and briefing country counterparts with respect to issues related to globalization and labour.

7. Participate in policy and technical meetings and present technical issues that link to established policy recommendations. Give presentations in a variety of settings within the ILO and external to the ILO, including in advanced research environments.

8. Perform other job-related duties as required.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic duties

1. Undertake research and prepare analytical reports on selected subjects within the area of technical competence.

2. Assess country experience (on selected topics) with a view to identifying best practices in finding solutions to problems identified.

3. Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, ILO reports and publications.

4. Provide technical backstopping, project implementation and monitoring.

5. Undertake missions for the purpose of providing technical recommendations on selected topics following ILO established guidelines, manuals and standards.

6. Monitor and coordinate research carried out by external collaborators.

7. Act as focal point on a specific field of specialization.

8. Participate in training seminars and workshops as resource person.

9. Represent the technical unit at international, regional and national fora.
Required Qualifications
Education
Advanced university degree in economics or political science.
Experience
Three years' experience at the national level and two years at the international level. Experience in developing qualitative and /or quantitative research methodologies.

Excellent command of one ILO working language . Working knowledge of another working language of the Organization. Proven ability to draft high-quality reports in English.

Ability to use analytical tools and qualitative techniques. Ability to participate effectively in technical missions and multi-disciplinary teams; capacity to provide first-line technical advice in the area of specialisation; the ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field; capability to guide and co-ordinate the work of external collaborators, general service staff or young professionals; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation.

Behavioural competencies:

Ability to work in a multicultural environment with gender-sensitive and non-discriminatory behaviour and attitude. 
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between February and May 2016. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
