Paediatric TB/HIV Program Manager
Columbia University's ICAP Global Health Action in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 208 health facilities. The facilities involved include regional and district hospitals, health centres and dispensaries in Kagera, Kigoma, Pwani, Mtwara and Zanzibar. This program is part of a broader US Government HIV/AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives. The program is now seeking Tanzanians to fill two positions in Kagera Regional Office and Mwanza.

1 Position Title:         Paediatric TB/HIV Program Manager

Reports to:                 Director of Technical Team

Location:                       Dar es Salaam (80% of the time to Paediatric TB project and 20% to Technical Assistance to National TB & Leprosy Program

Duration:                       Six months ending September 30, 2015.


Overall Job Function:

The Paediatric TB/HIV Program Manager is mainly dedicated to oversee and monitor the implementation of the Paediatric TB care and Treatment project at the designated Center of Excellence (Mwananyamala Hospital) and at additional six satellite sites within the Municipality; however, as the project expand additional Health Facilities (HFs) could be included under the Paediatric TB-HIV Program Manager Portfolio. Furthermore, the Paediatric TB-HIV Program Manager should provide Technical Assistance to the National TB and Leprosy Program (NTLP) on Paediatric TB. The Paediatric TB/HIV Program Manager is responsibility to ensure full integration of TB screening and Provider Initiated Counselling and Testing (PITC) at all entry points of the targeted HFs, monitor the service delivery and the adherence to the all steps of the national TB diagnostic algorithm and TB-HIV co-treatment, clear and interpret monthly data reports, coordinate progress review meetings and trainings, clear sub grantees reports and develop donors reports.

Duties and Responsibilities:
  1. Conduct Onsite Supportive Supervision (SS)
a.      conduct onsite SS to all targeted HFs and review M&E tools


b.     conduct Standard Of Care (SOC) assessment and plan actions on weekly basis
c.      deliver CME

d.     coordinate and facilitate onsite webinars

e.      review and follow up on other ICAP team members site visit reports (Lab, APSC)
2.     Monthly review M&E reports

a.      receive monthly M&E reports for all HFs from M&E team

b.     review report, conduct data verification and data interpretation

3.     Monthly ICAP internal monitoring meetings

a.      develop meeting agenda, presentations and call for the meeting

b.     facilitate the meetings

c.      develop and circulate the minutes

d.     follow up on actions from the meeting

4.     Bi-quarterly DMO meetings

a.      develop meeting agenda, presentations and call for the meeting

b.     facilitate the meetings

c.      develop and circulate the minutes

d.     follow up on actions from the meeting

5.     Quarterly CHMT meetings

a.      develop meeting agenda, presentations and call for the meeting

b.     facilitate the meetings

c.      develop and circulate the minutes

d.     follow up on actions from the meeting

6.     Project work plan

a.      develop annual work plan

b.     monthly update progress on the work plan

7.     Individual work plan

a.      develop quarterly work plan

8.     Quarterly sub grantees technical reports

a.      develop sub grantees Scope Of Work

b.     receive and clear sub grantees quarterly reports

c.      provide Technical Assistance to sub grantees to adhere to comply with work plan and reporting requirements
9.     Provide Technical Assistance to NTLP as one day per week desk work at NTLP office
10. deliver any additional tasks as per guidance and deadline provided by the direct supervisor



Preferred Qualifications, Skills and Experience

  1. The successful candidate should hold Medical degree required (MD or equivalent); from a recognized Medical University
  1. A specialization in Pediatrics and child health care or MPh is an added advantage

  1. Minimum of 5 years working experience with Tuberculosis and paediatric care programs is highly preferred
  1. Working experience in donor funded public health program is desirable.

  1. Excellent oral and written communication skills in both English and Swahili

  1. Computer literacy is required.

Physical Ability Requirements:

  1. Strong ability to supervise, coordinate and work in a team

  1. Ability to write and compile reports, develop plans and prepare budgets

  1. Ability to travel to the remote areas to provide technical support 50% of the time

  1. Ability to interact with different levels of professional staff with the program and at the Ministry level.
