Reporting to the Director, Clinical & Training Unit, the Clinical Officer provides clinical and programmatic support to ICAP country teams including assisting in designing HIVprevention, care and treatment interventions, reviewing workplans, progress and challenges, synthesizing relevant literature and conducting site visits to assess quality of care, to ensure that ICAP programs are of the highest quality and consistent with the most recent scientific evidence and international guidelines. Engages with in-country technical counterparts to assist in the planning, implementation and evaluation of ICAP programs supporting adult prevention, care and treatment of HIV, TB, and other related conditions.

Major Accountabilities
- Provides clinical and programmatic guidance on adult HIV prevention, care and treatment, including use of antiretroviral drugs for prevention (PrEP, PEP, TasP) and voluntary medical male circumcision (VMMC). This includes design of programs in partnership with in-country teams, and provision of clinical mentorship, didactic teaching and guidance to ICAP in-country staff to enhance national, regional and local technical capacity for the delivery of high quality HIV prevention, care and treatment services
- Guides the development and/or refinement of materials related to adult prevention, care and treatment of HIV, TB, and other related conditions such as viral hepatitis, including technical updates, clinical guidelines, protocols, algorithms, dosing guides, and other clinical support tools
- Works with colleagues in the Clinical & Training Unit, ICAP country teams, and the Strategic Information Unit to collect and interpret data, encourage proper documentation as a clinical prerequisite, and encourage local use of data in support of high quality, evidence-based clinical care
- Travels to country programs to provide oversight and technical assistance in clinical issues including reviewing workplans, progress and challenges, discussing strategies on the way forward, conducting site visits to assess quality of care and adherence to standards of care, and the development of training materials, job aids, tools and SOPs. Hosts technical meetings for in-country staff and partners that aim to provide technical updates and transfer knowledge
- Oversees and/or actively participates in the preparation of grant proposals and renewals and preparation of donor reports
- Oversees and/or actively participates in the design, implementation and dissemination of research studies and public health evaluations
- Leads the development of monthly e-Journal club
- Performs other duties as assigned
Education
- Advanced degree in medicine, nursing, public health or related field
Experience, Skills & Minimum Required Qualifications
- Minimum five (5) years of experience in clinical management of HIV, TB and related diseases
- Minimum three (3) years of experience developing public health programs and providing scientific technical support related to adult prevention, care and treatment ofHIV, TB and other related conditions in resource-limited settings
- Excellent grasp of clinical issues and current literature related to adult prevention, care and treatment of HIV, TB, and other related conditions, including PrEP, PEP, VMMCand viral hepatitis
- Excellent understanding of public health approach to scaling up the use of antiretroviral drugs for HIV treatment and prevention
- Prior clinical research or program evaluation experience
- Excellent communication skills (written and verbal English) to interact regularly with other ICAP team members, including traveling to ICAP in-country offices, to facilitate synergy in efforts
- Demonstrated experience working in and managing technical teams, as well as working independently with minimum supervision
- Demonstrated experience in public speaking on clinical care issues in a manner which reflects subject matter expertise
- Proficient in Microsoft Office applications (e.g., Outlook, Excel, Word, etc.)
Experience, Skills & Preferred Qualifications
- Experience in clinical training (e.g., clinical mentoring, development of training materials, and assessment of training needs)
- French or Portuguese language skills desired
- Masters' degree in public health preferred
Travel Requirements
- Requires international travel of at least four (4) trips per year with each trip lasting approximately ten (10) days
