BACKGROUND
To date, more than 600,000 Syrians have registered with UNHCR in Jordan. Around half of displaced Syrians registered with UNHCR are children. Syrian children in Jordan continue to be at risk of interrupted education, limited access to protection and basic services, and psychosocial distress caused by witnessing violence and being displaced.
The assistance provided by UNICEF covers urgent needs in education, child protection, health, and water, sanitation and hygiene sectors. UNICEF is the lead agency for the Education, Child Protection, and Water, Sanitation and Hygiene (WASH) sectors. As the humanitarian needs on the ground are significantly increasing, UNICEF Jordan requires a Field Support Specialist in order to coordinate field activities within refugee facilities (refugee camps) and support the emergency response within the country programme. The staff member will support the implementation of the operations and project/programme activities throughout Jordan with a specific focus on refugee camps, to ensure that UNICEF's operations in WASH, Child Protection, Education and Health and Nutrition are coordinated and in line with Core Commitments for Children in Emergencies.
MAIN DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Humanitarian Affairs Specialist and in coordination with the Representative, the Deputy Representative, Chiefs of Sections and the Chief of Operations as necessary, the incumbent will support the UNICEF Jordan Country Office to ensure timely field level emergency preparation and response.
The key objective is to coordinate with other key stakeholders at the field level including UNHCR, local authorities, UNICEF partners and other main stakeholders in all areas in the Core Commitments for Children.
Specific tasks will include:
  • Guide and/or undertake an intersectoral analysis of local conditions affecting children and mothers resulting from the emergency situation, in particularly WASH, Education and CP aspect, with a specific focus on refugee camps. Determines and advises on priority interventions and maps the existing gaps.
  • Represent UNICEF in discussions at camps coordination level with local authorities, partners and allies to advocate and/or assist counterparts and colleagues in the formulation, implementation and evaluation of emergency assistance
  • Supervise two NOA Field support specialist based in the refugee camps (Zatari and Azraq), provide guidance and monitor performance.
  • Support the monitoring of progress and performance of UNICEF implementing partners in the refugee facilities in the affected areas, with a particular focus on refugee camps, and elsewhere a necessary.
  • Support the development and utilization of assessment and monitoring tools and indicators that are suitable for the projects assisted or led by UNICEF in the field.
  • Regular meetings/briefing within emergency section and programme staff for direct feedback/discussion (frequency to be determined).
  • Assist with the identification of key partners for sectoral/working groups and sectors (when applicable), in order to increase the coverage of services for children and caregivers.
  • Ensure that UNICEF activities in the field are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.
  • Identify core advocacy concerns in the field, including resource requirements, and contribute key messages to broader advocacy initiatives of the UNICEF response to other actors. Support efforts to strengthen the capacity of the national/local authorities and civil society.
  • Promote and support the training of UNICEF staff and its partners and capacity building of humanitarian partners, based on the mapping and understanding of available capacity.
  • Any special assignments required by the management in regards to quick assessments, in-depth analysis, coordination with key stakeholders, funding proposals, reporting associated with field interventions and working closely with the Supply Officer to oversee the adequate provision of resources.
  • Cooperation and constant coordination with UNICEF security officers to update and advise on staff security in the field/camps and maintenance of adequate office space in the field/camps.
DUTY STATION AND TRAVEL
Duty Station will be Amman, (Jordan) but the work will involve daily travel to and work within the refugee facilities in refugee camps (and other areas of Jordan as necessary) in order to respond to UNICEF core programmatic needs, with possible relocation to refugee camp site/s as needs be.
QUALIFICATIONS
Advanced university degree in a related field e.g. social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years of progressively responsible professional work experience at the national and international levels in operations, supplies, field coordination, or any other relevant area of work with either the UN and/or NGO in Emergency settings.
  • Specialized training/experience in emergency response management is highly desirable.
  • Previous UNICEF experience in emergency operation is essential along with knowledge of UNICEF policies and strategies to address emergency issues.
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation.
  • Knowledge of Arabic is highly desirable.
  • Previous experience in refugee camp settings is an asset.
