Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose

Reporting to the Section Head and Senior Inspector, the Safeguards Coordination Assistant prepares documentation and processes information related to the development, implementation and evaluation of safeguards activities in the assigned countries, sites and facilities. This may include preparing documentation for safeguards inspections and complementary accesses and as part of State Evaluation Groups (SEG), providing support in preparing and processing State Evaluation Documents (SED) and State Evaluation Reports (SER).

Working Relationships

The Safeguards Coordination Assistant works directly with Section Head, Senior Inspectors, Country Officers, Site Officers, Coordinating Inspectors and others throughout the Division including frequent interactions with staff from other Divisions of the SG Department. Information exchanged includes nuclear material accountancy data, seals application and verification data, inspection statements to Member states, inspection evaluation results as well as coordination of meetings and document management.

Functions / Key Results Expected

  • Inspections and design information verification: Check the quality of information compiled for these inspections and visits from Inventory Changes Reports, Material Balance Reports, Physical Inventory Listings and working documents required for the inspections. Ensure that the data provided is correct and complete and where necessary liaise with SGIM;
  • Complementary access: Check the quality of information compiled for complementary access, including 10(a), 10(b), and 10(c) Statements. The information is drawn from State Evaluation Reports, Additional Protocol Declarations, Design Information Questionnaires, open sources, satellite imagery and other sources of information;
  • Process incoming and outgoing correspondence relating to design information, nuclear material transfers and other relevant topics;
  • Check the quality of documents relating to SGOA Procedures, Facility Attachments, Safeguards Approaches, State Evaluation Reports;
  • Compile statistics on the timeliness of issuing 90a, 90b, 10a, 10b and 10c statements;
  • Maintain State Files within the Integrated Safeguards Environment (ISE) and distribute information and documents as required;
  • Monitor the status of tasks and follow up actions from technical and working group meetings and within the section;
  • Change the lock/unlock status of Inspection Documentation Packages;
  • Compile information relevant to the State Evaluation process from various sources, ensuring the completeness and correctness of relevant information to the maximum extent possible;
  • Assist the Senior Inspectors and the Country Officers in drafting and processing the State Level Safeguards Approaches and Annual Implementation Plans (AIPs);
  • Perform routine duties, including TALMS, ATLAS, seals input, travel claims, organization of meetings, seminars, preparation and distribution of correspondence and minutes. Provide clerical backup as required for other sections and the Director's Office. Perform other tasks assigned by the Section Head or Senior Inspector.

Knowledge, Skills and Abilities

  • Knowledge of safeguards concepts, procedures, and relevant information systems.
  • Good organizational skills: Ability to prioritise work assignments, and in particular to organize own schedule, perform routine work independently, meet deadlines, and adapt to constantly changing demands and multitasking.
  • Strong drafting skills.
  • Good communication and interpersonal skills combined with an ability to work in and adapt to a multicultural environment with sensitivity to and respect for diversity.
  • Excellent knowledge of written and oral English. English grammar and typing tests to IAEA standard.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of six years of relevant working experience, preferably in the field of nuclear safeguards concepts and practices.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Language skills: Excellent command of written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €48 539 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
