The appointment is limited to the Mechanism. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
Organizational Setting and Reporting
The position is located in the Administration Section of the Registry of the Mechanism for International Criminal Tribunals ('Mechanism') at the Arusha Branch, under the direct supervision of the Information Systems Officer.
Responsibilities
The incumbent will be responsible for the following:
Participates in the development of complex software applications. This includes a broad range of activities, such as the following:
o Analysis, design, programming, test, implementation, documentation and maintenance of the Client/Server and Web application;
o Design, implementation, administration and maintenance of the databases;
o Provides support for existing applications and databases. This involves working together with the Help Desk and other staff in the Section to determine and solve problems;
o Develops reports from various existing databases;
o Participates in the design or update of the web pages of various Web based applications' and,
o Participates in the internal reviews of the analysis and design of the systems.
Prepare project, technical and end-user documentation, and appropriate training materials
Serve as focal point for maintenance and support of in-production systems involving extensive liaison with the diverse MICT Arusha organizational units
Provide technical expertise on software development matters, including security, data integrity and recovery; liaise with ITSS teams to ensure established disaster recovery measures fully functional
Follow-up on administrative actions and resolve issues related to systems support such as end-user training, acquisition of equipment and services, etc. in a timely manner
Keep abreast of latest IT developments
Assist in evaluating and testing new products and technologies
Perform other duties as required

Professionalism – Knowledge of programming languages preferable .NET (ASP.NET, C#), systems analysis and design techniques, testing, debugging, documentation standards, database design and web technologies. Education
Completion of high school or equivalent diploma; supplemental courses/technical certificate in software systems development or other related field is highly desirable. University level courses in computer science or a related field is an asset.
Work Experience
A minimum of 8 years of relevant and progressive technical experience in software development and implementation; experience in utilizing UN office automation tools; experience across a broad range of hardware and software platforms is highly desirable.
Languages
English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable.
Assessment Method
There may be a technical test and/or competency-based interview.
